Phase 1: Pilot Projects

To build an understanding of country specific issues, we're calling for a deep dive into no more than three countries identified by UNHCR. Through these we'd be able to document coverage, locations, needs, and regulatory structure, among other details. 



Phase 2: Mapping the Problem

Building on the findings from Phase 1, the team could develop a map of connectivity gaps and associated implications. This would allow the team to get data into smaller categories, such as the number of refugees in areas with non-broadband communications networks, among others.

Phase 3: Technical Approaches

With new data in hand, the team would then invite stakeholders to propose technical and engineering approaches to solving connectivity gaps in various situations.



Phase 4: Economic and Governmental Solutions

In Phase 4, the team would work off of the previous information gathered to evaluate how to incentivize actions to overcome the connectivity gaps refugees currently face, and create models for future situations.
